About the organisation
The Northern Land Council (NLC) is an independent statutory authority of the Commonwealth. The NLC is established under the Aboriginal Land Rights Act (NT) 1976 and its purpose is to serve its constituents who are Traditional Owners (TOs) and other Aboriginal people living in their catchment region. Cultural knowledge and lived experience are central to the work that we do here at NLC. About the role
Reporting to the CEO and a member of the Senior Management Team, the General Manger Regional Development is accountable for driving the organisation’s strategic directions, relevant statutory obligations and commitments under the Aboriginal Land Rights Act 1976 (ALRA). This position will lead the regional operations and network teams to drive an ongoing focus on Building the Bush through effective department structures and service operations that support the effective facilitation of the Section 19 proposal and assessment approval process across the region, processes permit applications and lead a number of priority projects that support Regionalisation and service to our constituents.
Key areas of service-based delivery include
The role will require extensive travel to NLC’s 7 Regions for the purpose of Council meetings and driving our Traditional Owner central model (approximately 20 weeks of the year). A current C Class Drivers Licence and the ability and willingness to undertake remote travel in a manual 4WD vehicle or light aircraft will be required.

About you
You will be a strong senior leader with extensive experience in regional and remote service delivery, people management, strategic operations, stakeholder engagement, and work health and safety. Your ability to navigate complex environments, build strong teams, and drive change will be key to ensuring the success of NLC’s Regional Development priorities. With lived experienced and deep cultural understanding of the regions NLC serves, you will bring influence, credibility, and a commitment to empowering Aboriginal communities and people. You will play a critical role in strengthening the NLC’s regional teams, building their capability, improving service delivery and ensuring operations align with our Regional Development priorities as articulated in the NLC Strategic and Corporate Plan.
Key Selection Criteria
1. Minimum of five years in a senior leadership role, which includes managing remote service delivery within diverse and complex environments, including the ability to balance competing priorities and leading change effectively.
2. Deep cultural knowledge and respect of Indigenous Australian culture, customs and society, with the ability to build and maintain credibility with Aboriginal and/or Torres Strait Islander people, communities and organisations.
3. Strong cross-cultural, interpersonal communication and stakeholder engagement skills with an ability to build productive working relationships across an array of stakeholders (internal, Traditional Owners and external organisations).
4. Comprehensive understanding of the Aboriginal Land Rights (NT) Act 1976 and the Native Title Act 1993 and other legislation which affects the land rights of Aboriginal people in the NT.
5. Proven ability to build, lead and inspire high performance teams, fostering a supportive workplace culture that prioritises staff wellbeing and collaboration.
